sanctioned event governed by: « The
2001/2004 ISAF Funboard Racing Rules [FRR]; « The
IFCA Class Rules & Championship Rules [IFCC]; « The
International Funboard Class Measurement Rules [IFCM]; «
The Notice of Race [NOR] as amended by the Sailing
Instructions; « IFCA
is a category ‘C’ class as set out in ISAF Regulation 20 - Advertising Code; « Questions
concerning the competition must be in writing to the Competition
Director. Answers shall be posted on
the ONB. 2. DISCIPLINES Wave Performance and
Freestyle. 3.
PARTICIPANTS Competitors approved by
IFCA in accordance with the 2000 IFCC Rule T2.2 may participate. The maximum
entry for a division is 64 men, 32 women and 32 youths. The ISAF definition of youth shall apply:
a male or female who has not attained the 19th birthday on 31st
December 2004 [18 or under the last day of the year]. No competitor is
eligible before the IFCA National Association Fee is paid. Competitors
shall possess valid third party liability insurance. 4. PRE-REGISTRATION & CHECK IN The entry fees are as stated on the attached
entry form [Form 1] and shall be paid at the time of entry by
MasterCard, Visa Card or bank transfer only. Competitors may enter in advance electronically through the IWA Website at www.internationalwindsurfing.com/ or by faxing + 44 2392 468831 or mailing an
official entry form [Form 1] with their entry fees by July
30th 2004. Entry Forms may be downloaded from the
IFCA Website. Those wishing to be
allocated a free place shall apply before July 30th

schedule of accepted entries and allocated free places on or after July 31st
2004. Check-in will take
place 31st August 2004 between 10:00 and 18:00 at the office,
which will be located at Guincho beach, near the Muchaxo Hotel. The organisers will charge the competitor
at check in for any short or missing payments. Important: Only bank documents
will be accepted as proof of payment.

will be available at Check-in. 5. ENTRY FEE Entry Fee is €160,00. For payments
after 30th July 2004 there will be an extra charge € 40,00 to have
a confirmed place. 6. SAFETY a] Competitors take part in
this event and all heats within it at their own risk. The LOA, IFCA, IWA, ISAF or any of their
officials or representatives or the sponsors or their officials or
representatives are
not responsible, under any circumstances, for any damage, loss or injury
either ashore or on the water either to persons or equipment, which may
result. Participation in this event,
supporting events and in each heat in them is at the sole discretion of the
sailor and at his/her own risk.
Notice is drawn to FRRS 4. b] The safety of the sailboard and its entire
management including insurance shall be the sole responsibility of the rider
competing on the sailboard who must be ensured that the sailboard is adequate
to face the conditions that may arise during the course of the competition. c] Any
competitor needing assistance shall try to signal by making the international
distress signal [waving both arms above the head making an "X" with
open hands]. If no assistance is
needed the competitor shall signal by waving one hand with closed fist. If the race committee deems any competitor
to need assistance, the competitor shall accept this assistance and shall
follow the directions of the Race Committee. 7. ADVERTISING As required in the
Sailing Instructions, during racing or
competition, competitors may be required by the organizers to wear bibs/vests
carrying the event sponsors' branding; and carry the event sponsor's
advertising on both sides of heir sails.
The maximum size of the event-advertising sticker is 250mmX1000mm. The
sticker may not be cut or trimmed in any way. 8. TELEVISION AND MEDIA In registering for the event, competitors automatically grant to the
Organizing Authority the right in perpetuity to make, use and show from time
to time at their discretion, any motion pictures, still pictures and live,
taped or filmed television and other reproduction of them, taken during the
period of the event, for the said Championship as defined in the Notice of
Race and Sailing Instructions in which he/she participates without
compensation. 9. EQUIPMENT AND
MEASUREMENT Any ISAF Funboard
Production Board, registered by ISAF before 22nd June 2004. Measurement of equipment will start on August 31st
2004 at 10:00hrs. Measurement and equipment checks may be made throughout the event. Identifying Streamers
- Competitors shall collect their streamer from the Beach Marshall before the
warning signal of the heat, two before their own. The streamer must be returned immediately after their heat. 10. OFFICIAL
NOTICE BOARD & OFFICIAL FLAG POLE The Official Notice
Board [ONB] is located on the beach, near the official Skippers Meeting
Point. The Official Flag Pole is
located near the Judges Tower. 11. DAILY SCHEDULE On August 31st
2004, check in will start at 10:00hrs. The Opening Ceremony will take place on
the beach at 17:00hrs. On September 1st
2004, the Skippers Meeting will be held at 10:00hrs, in
the designated area on the beach. The earliest Attendance at the first
Skippers Meeting is mandatory. After 2sd
September 2004, the Skippers Meeting will be held at 11:00hrs, at
the designated place. The earliest
possible heat start will be at 12:00hrs. On the last day of the
event, competition will end at 16:00hrs, unless warning of
a possible extension is given on the previous day. The Prize Giving
Ceremony, Dinner and Show will be held in the Estoril
Casino, 3rd September at 22:00hrs. "Dress Smart".
The scheduled
discipline will also be notified by the display of the ICF Flags on the
Official Flag Pole at least 30 minutes before the start of the first heat. «

Wave ICF "W" Blue/White/Red 12. CHANGES TO SAILING
INSTRUCTIONS Any change in the
Sailing Instruction will be posted on Notice Board at least 30 minutes before
the start time of the heat or heats concerned. Oral instructions may only
be given by the Competition Director.
Such oral instructions shall form a part of the Sailing Instructions Questions about the
Sailing Instructions must be in
writing and handed in at least 15 minutes before the Skippers Meeting. 13. MAXIMUM
NUMBER OF ELIMINATION SERIES No more than 5
elimination series may be conducted in each format 14. DIVISION FLAGS Division Flags are: «

Blue/ Red 15. SAIL NUMBERS National letters & sail numbers shall be black
in colour; placed immediately above the event advertising; and positioned
according to FRRS App. G 1.3. The
font shall either be Helvetica or Arial Black. All Sails shall otherwise comply with the national 3-letter
system according to the FRRS 77 and App. G 16. COMPETITION
AREA The competition area is
a rectangle bounded by two flags located on the north side of the Muchaxo Hotel
in Guincho beach, approximately 500 metres apart and extends 500 metres out
to sea. 17. HEAT SIGNALS
AND DURATION OF HEATS Signals will be as
FRR’s Appendix B2.5. The duration of
the heats will be announced and written on the ONB at least 30 minutes before
the start of a round. 18.
ABANDONMENT In the event of a heat
being abandoned after it has been started, boards shall return to the beach
and standby for announcements and/or signals. The Heat Schedule may be changed. 19. PROTESTS a] Written protests are not
required. b] All parties to the protest
shall immediately report to the jury. c] The jury will hear the
protests immediately. d] FRR
Appendix T1.5 Fines may be enforced by the Competition Director only. 20. SCORING FRR Appendix A and B2 shall
apply to both Wave Performance and Freestyle. 21. PRIZES &
TITLES Medals shall be awarded to at least the first
three in Class/Division depending on entry numbers. The first Youth boy or girl shall be known as the
2004 IFCA Youth FreeWave World Champion [One Title] The first Master shall be known as the 2004
IFCA Masters FreeWave World Champion [One Title] The first Man & Woman shall each be known
as the 2004 IFCA FreeWave World Champion [Two Titles] The prize money is € 20.000,00 net of local taxes. The
distribution of the prize money shall be posted on the Official Notice Board
before the first start. 22. DRUG TESTING Competitors are reminded of the ISAF
rules and regulations concerning the use of banned methods and
substances. Drug testing may take
place during the event. 23. ATTENDANCE
AT OFFICIAL CEREMONIES There are two mandatory
ceremonies. The opening ceremony at
Guincho beach on 31st August at 17:00hrs, and the Prize
Giving Ceremony on 3rd September at 22:00hrs in Estoril Casino. The Closing Ceremony
details and the full social calendar will be posted on the ONB. 24. JURY An Independent Jury will be appointed by IFCA in consultation with the
LOA. Their decisions will be final
and cannot be appealed [FRRS 70.4b] 25. EVENT
OFFICIALS To be appointed 30 days
before the Event and posted on the event website 26. PARTIES There will be party’s
everyday. A Programme will be
published later. 27. PLACE AND CONDITIONS Guincho
is located in the Estoril Coast and is close to Lisbon, the Portuguese
capital. Estoril Coast starts in
Carcavelos, 15 kilometres from Lisbon, and stretches as far as the Guincho,
striking a harmonious blend between the delights of the land and the
enchanting beauty of the sea. For easy access, we
have a motorway, which provides a direct link to Lisbon and its International
Airport. In just a few short steps we can define the boundary of one of
Europe's most beautiful coastlines, which is a privilege afforded to the
living here and to those who come here for a visit and return another
day. The whole coast is worthy of our
attention, but the fact that two of the towns stand out from the rest makes
the region even more appealing.
Estoril and Cascais are a must for the visitor. After the hubbub of
town life, take a turn along the coast to the west as far as the sand dunes
flanking Guincho beach - at the foot of the Sintra hills. The air smells of pine trees, freshened by
sea breezes. It is difficult to know
what to admire most - the vastness of the green pine woods rivalling the blue
of the Atlantic; the flowers peeping
up in the fields; the echoing of the
sea on the rocks coming from the caverns.
Further from Boca do Inferno along the coast is the Guia Lighthouse. Climbing over the dunes
and up to Oitavos, there is a lovely view from a geologic monument. Before you get to the Cabo
Raso lighthouse, there are more signposted caverns, where the sea rushes in
incessantly. Further on there are
more dunes and low growing. The Estoril Coast line
is worth visiting at all the times of the year: in the spring for the greenery - in the summer for the
sun-drenched beaches - in the autumn for its mild climate and in winter for the
beauty of the restless sea. Climate
